"Temari controls Sakura and Ino and turn them into dolls
The idea is that Temari approaches the two girls one day and asks if they could help with some puppet practice. They agree; Temari attaching chakra (energy) strings on them and moves them around like puppets. Both girls find it hilarious at first but begin to rapidly change. Soon the two are transformed into puppets and taken by Temari. "

A common problem with the request is that the character is portrayed little out of place, I'm not a fan of Naruto series, I really don't know Temari, but as far as I'm aware she is not the evil type
That's why I changed the plot to simply make her accidentally turn the victims into plushies
